Richland County Busted Mugshots is a private reference service, not a government office. It cannot confirm custody, release anyone, post bond, or retrieve an official booking record. For a current answer or a copy of a record, contact the responsible sheriff, corrections department, police department, court, or other public office directly.

Official Richland County Contacts

These offices handle different parts of a record. The sheriff and corrections staff can address custody and booking questions. The Circuit Clerk handles the court file. Dispatch can help identify the right agency when the arrest route is unclear.

Where to Look for a Record

The county does not promise a single local roster for every arrest. A current RCSO app entry is a custody snapshot, and a released person may no longer appear there. Use the route that matches the question and identify the arresting agency before treating a search as complete.

  • For a county-wide booking or current custody search, use the home page's full search path and the official RCSO Inmate Search route it explains.
  • For a published notice or a specific warrant question, use Most Wanted, then confirm status with the sheriff or Circuit Clerk rather than relying on an unofficial index.
  • For the case, hearing, or disposition after booking, use the Circuit Clerk and Judici. The court record is separate from the custody roster.
  • For a sentenced state prisoner, use the Illinois Department of Corrections offender search, not the county jail route.
  • For federal or immigration custody, check the BOP locator or ICE locator. Neither is a Richland County jail roster.

When the needed entry is older, released, missing, or outside the county app's scope, ask the responsible office for a focused record through Illinois FOIA. The county FOIA form asks for the request date, requester details, description, signature, and contact information. Name the date range, person, agency, booking record, photo when available, charges as recorded, and release or transfer fields.

Olney Police and City FOIA

The Olney Police Department lists 302 South Whittle Avenue, Olney, Illinois 62450, 618-395-8481, and olneypd@cityofolney.com. Its public page did not show a current arrest log, booking roster, or police mugshot feed. Ask whether Olney Police, the county sheriff, or the detention center holds the record before sending a request.

The city's FOIA instructions name Jessica Bahl as the police FOIA officer and direct police FOIA mail to City of Olney Police Department, Attn: FOIA Officer, 320 South Whittle Avenue, Olney, Illinois 62450, or the department email. The police page lists 302 South Whittle, while the FOIA page lists 320 South Whittle. Use email or call 618-395-8481 to reconcile the address before mailing. The city instructions list a $0.15 per-page charge after the first 50 pages, plus applicable medium, certification, or mailing costs.

For a specific request, ask for the arrest report, booking or transport record if maintained, photo when available, arresting agency, date and location, charges as recorded, transfer to the county detention center, and release information. Electronic delivery can reduce avoidable copy costs. Do not send personal custody questions to this private reference service.
